I have a Razor E300 Electric scooter, the older style, the green one. My charger’s light went bad (I think.) or the battery’s bad. The charge light blinks red and green. Recently, my battery life has decreased. Is it the charger that’s bad or the battery?

Going around the street on my e300s. Seems slow, but it really isn’t, even if has barely been charged. PS: I taped the video camera to my shirt, so it is kind of shaky
